Objective

To check the Emergency/ VIP Quota Seat Allotment in Indian Railways

Indian Railways Trains has a quota of seats popularly known as VIP/ Emergency Quota. Seats under this quota is only allotted to Railway Officials or VIPs in case of travel in emergency.

A letter of recommendation issued by a gazetted officer or a concerned VIP is needed to get confirmed seat and it has to be submitted in the office of Station Master also before the start of a journey.

An RTI was filed with South Central Railway to obtain the VIP/ Emergency Quota Allotment Details about the Telangana Express (12723) which originated from Hyderabad Decan Railway Station and the destination is New Delhi Railway Station.

The details sought in the RTI in 2 points are mentioned below :-

From 06-11-2023 to 11-11-2023, how many seats were allotted or number of passengers travelled under VIP Quota/ Emergency Quota in Sleeper Class, 3AC, 2AC, 1AC in Telangana Express. (Kindly provide day wise categorisation of allotted seats).
Kindly provide the designation of each traveller travelled under VIP Quota/ Emergency Quota in Telangana Express from 06-11-2023 to 11-11-2023 in each class. (Sleeper Class, 3AC, 2AC, 1AC)..(Kindly provide day wise categorisation of allotted seats).

The objective behind filing such type of RTI is to make sure that officials of Indian Railways does not involve in any corruption by allotting this seats of VIP/ Emergency Quota to non entitled persons.

Reply provided by Central Public Information Officer (CPIO) on the above mentioned RTI is given below :-

Seats allotted from 06-11-2023 to 11-11-2023 under VIP/ Emergency Quota in Telangana Express (12723) are :-
Designation of Travellers who travelled in SC DNR Express (12723) under VIP/ Emergency Quota from 06-11-2023 to 11-11-2023 are as follows :-

Conclusion

Central Public Information Officer (CPIO) provides the information sought in point number 1 and 2 in RTI.
As per the reply of the CPIO for point number 1, a total of 308 people travelled under VIP/ Emergency Quota in Sleeper, 3AC, 2AC and 1AC Class of Telangana Express (12723) from 06-11-2023 to 11-11-2023.
But when we compare the data of point number 1 with the data available for point number 2, we found out that only 97 people with a proper designation were travelled under VIP/ Emergency Quota in Telangana Express (12723) from 06-11-2023 to 11-11-2023.
For the remaining 211 seats which was allotted by railway officials under VIP/ Emergency Quota, CPIO mark the seat designation space as NP i.e. There are no passengers with the designation in the category.
There is a possibility that CPIO mistakenly leave the seat designation space as NP or forgot to provide the complete VIP Quota Allotment Details OR there is also a strong possibility that Non Entitled Persons travelled on that seats by confirming their seats under VIP/ Emergency Quota through their connections or by paying railway officials some amount that's why the designation is not available for that remaining 211 seats.
We are not putting any allegations against anyone, we only try to point out a possible possibility or a outcome as per available records provided by Indian Railways.
Applicant doesn't push his RTI application by filing first appeal to first appellate authority for complete information because first appeal is a waste of time and of no use.
Also Indian Railways store the details of VIP/ Emergency Quota allotment only for 3 months. This 3 months time period gave them a protection to not to get caught in case they are allotting VIP Quota seats to non entitled person. After that time period is finish they delete/ destroy any material related to the VIP Quota seat allotment.

Indian Railways train has reserved seats under VIP/ Emergency Quota. This seats is allotted to Railway Officials or VIPs in case of travel in emergency.

An RTI was filed with South Central Railway to obtain the VIP/ Emergency Quota Allotment Details about the SC DNR SF Express (12791) which originated from Secunderabad Junction and the destination is Danapur Railway Station, Bihar.

The details sought in the RTI in 2 points are as follows :-

From 06-11-2023 to 11-11-2023, how many seats were allotted or number of passengers travelled under VIP Quota/ Emergency Quota in Sleeper Class, 3AC, 2AC, 1AC in SC DNR SF Express. (Kindly provide day wise categorisation of allotted seats).
Kindly provide the designation of each traveller travelled under VIP Quota/ Emergency Quota in SC DNR SF Express from 06-11-2023 to 11-11-2023 in each class. (Sleeper Class, 3AC, 2AC, 1AC)..(Kindly provide day wise categorisation of allotted).

Reply provided by Central Public Information Officer (CPIO) on the above mentioned RTI is given below :-

Designation of Travellers who travelled in SC DNR Express (12791) under VIP/ Emergency Quota from 06-11-2023 to 11-11-2023 are as follows :-

Conclusion

CPIO provide the information sought in point number 1 and 2 in RTI.
As per CPIO reply for point number 1, a total of 378 people travelled under VIP/ Emergency Quota in Sleeper, 3AC, 2AC Class of SC DNR SF Express (12791) from 06-11-2023 to 11-11-2023.
But when we compare the data of point number 1 with the data available for point number 2, what we found out that only 94 people with a proper designation were travelled under VIP/ Emergency Quota in SC DNR SF Express (12791) from 06-11-2023 to 11-11-2023.
For the remaining 284 seats which was allotted by railway officials under VIP/ Emergency Quota, CPIO mark the seat designation space as NP i.e. There are no passengers with the designation in the category.

Indian Railways each and every train has reserved seats under VIP/ Emergency Quota. This seats is to be used by Railway Officials or VIPs in case of Emergency.

A letter of recommendation issued by a gazetted officer or a concerned VIP is needed to get confirmed seat and it has to be submitted in the office of Station Master before the start of journey.

An RTI was filed with Western Railway-Mumbai Division to obtain such type of data about the Golden Temple Express (12903) which originated from Mumbai Central Railway Station and the destination is Hazrat Nizamuddin Railway Station, New Delhi.

The point wise details asked in the RTI are as follows :-

From 06-11-2023 to 11-11-2023, how many seats were allotted or number of passengers travelled under VIP Quota/ Emergency Quota in Sleeper Class, 3AC, 2AC, 1AC in Golden Temple Express.(Kindly provide day wise categorisation of allotted seats).
Kindly provide the designation of each traveller travelled under VIP Quota/ Emergency Quota in Golden Temple Express from 06-11-2023 to 11-11-2023 in each class. (Sleeper Class, 3AC, 2AC, 1AC)..(Kindly provide day wise categorisation of allotted).

Reply provided by Central Public Information Officer (CPIO) on the above mentioned RTI is given below :-

CPIO didn't provide the information sought in point number 1 in RTI.
CPIO provided the designation of those people who travelled or gave their recommendation to allott VIP/ Emergency Quota in Golden Temple Express from 06-11-2023 to 11-11-2023 as sought in point number 2. But he provide the VIP Quota Details of Sleeper Class only. Neither he provide the VIP Quota allotment details of 3AC, 2AC and 1 AC nor he gave any possible reason to not to do so.
There is a possibility that CPIO can forgot to provide the other class VIP Quota Details or there is also a possibility that something fishy is going on while allotting the VIP Quota that's why CPIO refrain himself to provide other class VIP Quota details.
Also the RTI reply shows the lazy approach of CPIO while handling the RTI matters as he provide half information.
Applicant doesn't push his RTI application by filing first appeal to first appellate authority because its only a waste of time and of no use.
Indian Railways store the details of VIP/ Emergency Quota allotment for 3 months in this age of technological era. This 3 months time period gave them a protection to not to get caught in case they are allotting VIP Quota seats to non entitled person. After that time period is finish they delete/ destroy any material related to the VIP Quota seat allotment.

To check the attendance of employees of Lucknow GPO through their system login and logout timings

In most of the Government Organizations, employees arrived late and leave early and take leave but in government records they are present on time. It is likely that they will be signing the attendance register the next day for today.

Secondly, they shut down their services within seconds at lunch time and come very late after that. People get very less time to do their work and have to wait in queues.

To check such type of irregularities an RTI was filed in the Lucknow General Post Office seeking the details mentioned below :-

Provide the number of Systems/counters which deals in Speed Post, Register Post and in Payment Banking Services.
Provide the System Log in timing and Log out timing of counters that deal with Speed Post, Registered Post and Payment Banking Services from 02.05.2022 to 07.05.2022.

The point wise reply provided by the Central Public Information Officer are as follows :-

1.For point number 1, CPIO replied that :-

There are total 8 counters functional for Speed Post and Registered Post. And 1 counter is operational for India Post Payment Banking Services.

2. For point number 2, CPIO provided the login and logout timings of all the 8 counters from 02.05.2022 to 07.05.2022.

India has diplomatic relations with almost every country in the world. India has embassies in every country to continue this relationship and to create seamless communication between the Indian and Foreign Governments.

Every Independence Day and Republic Day is celebrated by all the Embassies and High Commissions of India.

A lot of money is spent on these celebrations, which the Indian Public is unaware of.

An RTI was filed with High Commission of India Abuja, Nigeria to know the below mentioned information :-

How much money (in Rs.) was spent on the occasion of Independence Day of India in the year 2020.
Copy of bills of all expenses incurred on the occasion of Independence of India in the year 2020.
How much money (in Rs.) was spent on the occasion of Independence Day of India in the year 2021.
Copy of bills of all expenses incurred on the occasion of Independence of India in the year 2021.
How much money (in Rs.) was spent on the occasion of Independence Day of India in the year 2022.
Copy of bills of all expenses incurred on the occasion of Independence of India in the year 2022.

The point wise reply of the concerned Central Public Information Officer is given below :-

For Point number 1 CPIO replied that :-
Rs. 33,685/- (Thirty Three Thousand Six Hundred Eighty Five Rupees) of expenditure incurred on the celebration of Indian Independence Day 2020.
For point number 3 CPIO replied that :-
Rs. 4,02,225.46/- (Four Lakh Two Thousand Two Hundred Twenty Five Rupees Forty Six Paisa) of expenditure incurred on the celebration of Indian Independence Day 2021.
For point number 5 CPIO replied that :-

Rs. 2,48,109.23/- (Two Lakh Forty Eight Thousand One Hundred Nine Rupees 23 Paisa) of expenditure incurred on the celebration of Indian Independence Day 2022.
For point number 2, 4 and 6 CPIO replied that :-

The information requested cannot be provided in terms of paras 8 (1) (a) & (d) of the RTI Act 2005.

Conclusion

CPIO's answer is satisfactory for point number 1, 3 and 5.
But CPIO failed to provide the copy of bills of expenses which is sought in point number 2, 4 and 6.
We filed an Appeal against the reply of the CPIO.
As soon as we get any answer. we will upload the same.

Rs. 24,457/- (Twenty Six Thousand Four Hundred Fifty Seven Rupees) of expenditure incurred on the celebration of Indian Independence Day 2020.
For point number 3 CPIO replied that :-
Rs. 24,750/- (Twenty Four Thousand Seven Hundred Fifty Rupees) of expenditure incurred on the celebration of Indian Independence Day 2021.
For point number 5 CPIO replied that :-

Rs. 2,58,251/- (Two Lakh Fifty Eight Thousand Two Hundred Fifty One Rupees) of expenditure incurred on the celebration of Indian Independence Day 2022.
No copy of bills provided by the Central Public Information Officer as sought in point number 2, 4, and 6.

Conclusion

CPIO's answer is satisfactory for point number 1, 3 and 5.
But CPIO failed to provide the copy of bills of expenses which is sought in point number 2, 4 and 6.
We filed an Appeal against the reply of the CPIO.
As soon as we get any answer. we will upload the same.
