To check the attendance of the employees of Ghaziabad Head Post Office.

As employees in most of the government organizations arrive late and leave early and take leave but in government records they are present and on time. It is likely that he signs the attendance register the next day for today.

Secondly, they shut down their services within seconds (eg 1:30:00 at lunch time) but the employees are actually comes very late after lunch. People get little time to get their work done and they have to wait in queues.

Hence an RTI was filed to check the attendance of the employees of Ghaziabad Head Post Office through their system's log in and log out time.

The Point wise details asked in the RTI are :-

  1. Where is the log in time of the day before starting work and the log out time of the day after finishing work recorded for each postal department employee? Is there any central database to record attendance.
  2. From that database please provide me the log in time of Head Post Office, Ghaziabad employees working in Speed Post, Register Post and Payment Banking Services from 4th February 2019 to 9th February 2019.
  3. From that database please provide me the log out time of Head Post Office Ghaziabad employees working in Speed Post, Register Post and Payment Banking Services from 4th February 2019 to 9th February 2019.

The point wise answer of the concerned Central Public Information Officer is given below:-

Point No. 1 No central database is maintained for attendance for each postal employees.
Point No. 2 and 3 Requisite information is not available in compiled form. Hence information can not be provided.

Conclusion

  • The information sought in point number 1, 2 and 3 are very simple and easy to understood.
  • The reply of point number 1 is understood that there is no central database maintained for the attendance of every postal employee.
  • But the reply given by CPIO for point number 2 and 3 is impossible to understand.
  • The reason behind this is that the same requested information which was for the Noida Head Post Office has been answered by the same CPIO earlier as well.
  • But this time the same information sought for Ghaziabad Post Office was refused to provide, saying that the requisite information is not available in compiled form.
  • This clearly shows the lackadaisical approach of the Central Public Information Officer.
  • Aggrieved by this reply, the first appeal was filed before the First Appellate Authority.
  • The First Appellate Authority considered the matter thoroughly and held that the CPIO has not given adequate reply to point no. 2 and 3.
  • The reply of the First Appellate Authority is as follows :-
    After going through the relevant documents and reports/comments received from CPIO/SSPOs, Ghaziabaad Division, Ghaziabad, it is revealed that the information provided by the CPIO vide Letter No-RTI/5179 dated at Ghaziabad, 16-06-2022 seems not adequate under the provisions of RTI Act 2005. Therefore, CPIO/SSPOs Ghaziabad Division is hereby directed to provide the reply again on point number 2 and 3 on RTI request of the apellant under the provisions of RTI Act 2005.
  • As soon as we receive the revised reply from the CPIO, we will upload the same.
