Each train has reserved seats under VIP/Emergency quota. This seat is to be used by any person or VIP or Railway officials only in case of emergency.

To get a seat under the emergency quota, a letter of recommendation issued by a gazetted officer or a concerned VIP has to be submitted before the journey.

An RTI was filed with Northern Railway to obtain such type of data about the CSMT Rajdhani Express (22222) which originated from Hazrat Nizamuddin Railway Station Delhi and the destination is Chhatrapati Shivaji Maharaj Terminus, Mumbai.

The point wise details asked in the RTI are :-

  1. Number of Seats reserved for VIP Quota/Emergency Quota in CSMT Rajdhani.
  2. In the month of April 2022, how many seats were allotted or number of passengers travelled under VIP Quota/Emergency Quota in CSMT Rajdhani by Indian Railways. (Kindly provide proper day wise categorisation).
  3. PNR Number of every ticket confirmed under VIP Quota/Emergency Quota in CSMT Rajdhani in the month of April 2022. (Kindly provide proper day wise categorisation).
  4. Kindly provide the copy of gazetted officer/competent authority recommendation letter of every ticket which is confirmed under VIP Quota/Emergency Quota in CSMT Rajdhani in the month of April 2022.
  5. If copy of Gazetted Officer/Competent Authority recommendation letter is not available, please provide the name and designation of each authority of each ticket who gave their recommendation letter for confirmation of ticket under VIP Quota/Emergency Quota in the month of April 2022.

  3. For point number 3, 4 and 5 CPIO replied that:-
    The information comes under the category of exemption from discloser of information under provision of section 8(1)(j) of RTI Act-2005. Therefore providing reply of information is not warranted.

Conclusion

  • In point number 1 CPIO states that at present there are 60 seats reserved under VIP Quota/Emergency Quota in CSMT Rajdhani Express (22222), which originated from Hazrat Nizamuddin Railway Station, Delhi and the destination is Chhatrapati Shivaji Terminus Mumbai.
  • Out of total 60, 4 seats are reserved in 1AC, 24 seats are reserved in II-AC and 32 seats are reserved in III-AC.
  • The answer given by the CPIO for point no. 2 is satisfactory as the day wise list of allotted seats is clearly given in the answer.
  • Point no. 3, 4 and 5 being related to third party information, the CPIO declined to respond citing Section 8(1)(j) of the RTI Act.
