To know the type of log in provided by Ministry of Road, Transport and Highways to every State/District Regional Transport Office.

Each state district has a regional transport office which looks after the issuance and renewal of driving license, registration of vehicles and take care of many other functions.

Many state regional transport offices or we can say regional transport office of all states work on the Sarathi Parivahan Portal created by the Ministry of Road Transport and Highways.

Various type of logins have been provided to each and every employee of Regional Transport Office to work on Sarathi Parivahan Portal according to their work.

Every employee has to log in to Sarathi Parivahan Portal on coming to office and logout while leaving office in the evening. This keeps records of the time of arrival and departure of employees in the office.

An RTI was filed to know the various type of Employee Log In provided by Ministry of Road Transport and Highways on Sarathi Parivahan Portal.

The point wise details asked in the RTI are :-

  1. List of type of Employee Log In provided by Ministry of Road Transport and Highways to every State/District Regional Transport Office on Sarathi Parivahan Portal.(for eg. Clerk Log In, Simulator Employee Log In, RTO,ARTO Officer Log In, or any type of Employee Log In).
  2. Name the Central Database where the log in time and log out time of the employee of District Regional Transport Office of each state is recorded while using Sarathi Parivahan Portal.

This RTI was filed to Ministry of Road Transport and Highways. But the same got transferred to National Informatics Centre.

The answer provided by the Central Public Information Officer are as follows :-

Reply:-As per information received from Custodian of Information i.e. Deemed PIO the answer of the RTI request is as follows :
Information cannot be provided as it is sensitive in nature and needs approval from Ministry of Road Transport and Highways or concerned State Transport Department.

Conclusion

  • Here the reply of CPIO is very vague in nature.
  • Firstly CPIO failed to mention any section of the Right to Information Act in which he refused/denied the information sought.
  • Secondly it is quite impossible to understand how the log in types of Employees on Sarathi Parivahan Portal is sensitive in nature.
  • The question also arises as to why the information sought needs approval from the Ministry of Road Transport and Highways or the concerned State Transport Departments even though the CPIO is the custodian of information.
  • Aa per Right to Information Act 2005, either the information sought is provided by the concerned CPIO or is refused/denied by referring to the appropriate sections of the RTI Act.
  • But neither CPIO gave the requested information nor mentioned the appropriate sections of RTI Act in which he refused/denied to give the information sought.
  • We had filed an First Appeal against the order of the CPIO.
  • Fortunately, our First Appeal was accepted and the information sought in the original RTI request was provided by the First Appellate Authority.

    The name of the central database where login time and logout time of the each employee of the District Regional Transport Office of each state is recorded while using Sarathi : The Sarathi Central Database used for Sarathi Parivahan Portal in National Data Centre at New Delhi.
