Ticket Deposit Receipt or TDR is basically a refund claim. It is filed with the IRCTC when a passenger does not travel due to unavoidable circumstances. So to get refund of his/her ticket fare, the passenger has to file TDR.
But every the time the refund is not successfully refunded by the Railways. Passenger have to wait a very long time. And many times due to closure of the passenger's bank account, the passengers are not able to get their ticket money back.
To find out all this, an RTI was filed in Indian Railway Catering & Tourism Corporation Limited, in which the following details were asked :-
- Earnings made by cancellation of confirmed tickets and wait listed and RAC tickets.
- Convenience fee charged by IRCTC for booking at irctc.co.in.
- Amount in Rupees of All TDRs filed at irctc.co.in.
- Amount in Rupees of TDRs which are still held up, not rejected, or in process till 15.05.2022.
- Amount in Rupees of all TDRs successfully refunded an received by travelers.
- Amount in Rupees pending with IRCTC meant for refund to travelers, paid through irctc.co.in, but could not be refunded due to travelers bank account closed, technical problems or any other problem. This will include booking of tickets, online dormitory booking etc.

The point wise answer of the concerned Public Information Officer given below :-
- For point number 1 IRCTC replied that :-
The cancellation charges on confirm/wait listed tickets are collected by Railways. IRCTC have no income against cancellation of tickets. |
- For point number 2 IRCTC replied that :-
A sum of Rs 1358/- Crore (One Thousand three hundred fifty eight crore rupees) collected as CONVENIENCE FEE by IRCTC from 01.05.2019 till 30.04.2022. |
- For point number 3, IRCTC in his reply said that from 01-04-2019 to 15-05-2022, a total of Rs. 239,85,00,596/- (Two Hundred Thirty Nine Crore Eighty Five Lakh Five Hundred Ninety Six Rupees) of TDR has filed. The year wise classification is mentioned below:-

Conclusion
If we conclude the reply of the IRCTC, we found that from 01-04-2019 to 15-05-2022, a total of Rs. 239,85,00,596/- (Two Hundred Thirty Nine Crore Eighty Five Lakh Five Hundred Ninety Six Rupees) of TDR has filed.
Out of Which Rs. 93,77,90,352/- (Ninety Three Crore Seventy Seven Lakh Ninety Thousand Three Hundred Fifty Two Rupees) is returned/refunded by IRCTC.
A total TDR of Rs. 1,95,11,369/- (One Crore Ninety Five Lakh Eleven Thousand Three Hundred Sixty Nine Rupees) is still pending with IRCTC for refund of passengers.
And A total TDR amount of Rs. 77,21,863.14/- (Seventy Seven Lakh Twenty One Thousand Eight Hundred Sixty Three Rupees Fourteen Paisa) is not returned/refunded due to the account closure of passenger.
If we differentiate between the figures, we get a gap of Rs. 143,34,77,011.86 (One Hundred Forty Three Crore Thirty Four Lakh Seventy Seven Thousand Eleven Rupees Eighty Six Paisa) between the filed TDR amount and the amount refunded, the amount still pending and the amount not refunded due to closure of passenger bank account by IRCTC.
So there can be many possibilities, either TDR of such a huge amount was rejected by IRCTC or due to some other reason IRCTC did not refund their money to the passenger.
