India has diplomatic relations with almost every country in the world. India has embassies in every country to continue this relationship and to create seamless communication between the Indian and Foreign Governments.
Indian Officials in these embassies are posted by the Ministry of External Affairs, who work there on behalf of the Government of India.
The Government of India is responsible for all the expenses incurred on the accommodation, food, travel and security of all these Embassy officials.

Conclusion
- For point number 2, 4 and 5 CPIO's answer is not satisfactory.
